Start-Up India Initiative: It’s Impact on Entrepreneurial Growth and Regional Development in Odisha

Abstract The Start-Up India initiative, launched by the Government of India in 2016, has emerged as a significant policy intervention aimed at promoting innovation, entrepreneurship, and employment generation across the country. Odisha, traditionally characterized by a resource-based economy, has increasingly embraced entrepreneurship through complementary initiatives such as the Odisha Start-Up Policy and institutional support from incubation centres including O-Hub and KIIT Technology Business Incubator. This study examines the impact of the Start-Up India initiative on entrepreneurial growth and regional development in Odisha. A mixed-methods research design has been adopted by integrating secondary data from government reports, policy documents, and institutional databases with primary information obtained through structured surveys and semi-structured interviews with entrepreneurs and ecosystem stakeholders. The study analyses trends in start-up registrations, sectoral diversification, funding patterns, employment generation, incubation support, and regional distribution of enterprises across the state. The findings indicate that the initiative has significantly contributed to the expansion of entrepreneurship, diversification into sectors such as IT, agritech, healthcare, fintech, tourism, and handicrafts, and enhanced employment opportunities. However, persistent challenges remain, including limited venture capital availability, infrastructural deficiencies in rural and tribal regions, regulatory complexities, regional disparities, and migration of skilled human resources. The study emphasizes the need for strengthening decentralized incubation infrastructure, promoting public-private partnerships, expanding financial accessibility, encouraging women and tribal entrepreneurship, and leveraging digital technologies to achieve balanced regional development. The findings contribute to the growing literature on entrepreneurship policy by providing empirical insights into the effectiveness of the Start-Up India initiative in fostering inclusive and sustainable entrepreneurial development in Odisha.
